No, they aren't, unless you mean going to the source and downloading them again. Or if what you are actually referring to in this statement "I know downloads are always recoverable." are files which you have deleted to the recycle bin and then emptied the recycle bin. If that is what you are meaning then there are no "windows" embedded programs that will accomplish that. Yes, they are recoverable. They, after all, are simply files.To answer Hambones question in simple terms, files or information, are not deleted when you hit the delete key, rather it's like a book index or table of contents, and you are DELETING the index reference, not the actual file. The file is still there (you just don't see it) until you over write it with another file.

Recovering deleting files was one of the first uses for Peter Norton software, and now Symantic.
