Can you use Rsync under Linux for a backup of Windows?

you don't mention what flavor of linux & what you are trying to backup?I use rsync under cygwin which runs on windows just fine.

I reguarily sync a FOLDER on a windows machine to/from a linux machine.

Sometimes the filenames GET a bit messed up but for the most part works PERFECTLY, and pretty fast too
