Solve : Why does it take exactly 21 seconds for sites to load on Firefox and IE7??

About 2 MONTHS AGO I started noticing that certain sites like youtube, pennyarcade, an Digg among many other sites, take exactly 21 seconds to load on BOT Firefox and IE7. It just started doing this out of nowhere. I dont know if I changed a setting or what. By the way its 21 seconds cause i have timed it several times. Please help.

You MAY have to perform some routine maitenance on your computer to cleanup a few things...
