Who told you that ? ?...Source please ? ? It's a default Windows 10 option. in Windows Update, Advanced Options, Choose how Updates are Delivered. The option is "Updates from more than one place" and can be turned on or off. If enabled there is the option to either restrict providing and receiving update data to the Local Network, or allow it to work across the Internet. The default options are to have this setting ON and set to "PCs on my local network, and PCs on the Internet".
