Solve : What are these Windows telnet files for??

Then I ran it from the command prompt so I could see whatever error, and it said "<a href="https://interviewquestions.tuteehub.com/tag/program-246414" style="font-weight:bold;" target="_blank" title="Click to know more about PROGRAM">PROGRAM</a> too big to fit in memory."<br/><br/>What do they do? I couldn't find these files on my normal Windows <a href="https://interviewquestions.tuteehub.com/tag/xp-747558" style="font-weight:bold;" target="_blank" title="Click to know more about XP">XP</a> computer, can I use them to set up a Telnet Server or manage it remotely with the tlntadmn.exe?
