Solve : cant do a fresh windows install?

Answer» <html><body><p>i got this new <a href="https://interviewquestions.tuteehub.com/tag/dell-12895" style="font-weight:bold;" target="_blank" title="Click to know more about DELL">DELL</a> dimension 8100 and the only <a href="https://interviewquestions.tuteehub.com/tag/way-246442" style="font-weight:bold;" target="_blank" title="Click to know more about WAY">WAY</a> i get in is as a <a href="https://interviewquestions.tuteehub.com/tag/limited-238828" style="font-weight:bold;" target="_blank" title="Click to know more about LIMITED">LIMITED</a> account. this computer is mine so i am trying to do a fresh install, the problem is i cant install new windows OS. <a href="https://interviewquestions.tuteehub.com/tag/first-461760" style="font-weight:bold;" target="_blank" title="Click to know more about FIRST">FIRST</a> it wont boot from cd drive, neither did my live cd and when i try to run it from the computer it says i need to be an administrator. I dont care about any of the files as this a a freebie computer just wanna do fresh install. But everything i do does not work.
