Solve : Help, Distorted Characters!?

I don't <a href="https://interviewquestions.tuteehub.com/tag/think-661001" style="font-weight:bold;" target="_blank" title="Click to know more about THINK">THINK</a> it's a monitor problem because Windows was able to screen capture the problem. I found that it happens often on webpages, but it also happens on the desktop sometimes. Completely installing a fresh install of the computer, sometimes helps fix the issue temporarily but it occurs after a few days again. I have also tried changing the ClearType settings, but it doesn't help.
