Solve : access to email / internet?

Why can my wift sign on to email and internet but yet when we switch users I can not - I am the administrator of the account.  Was told if I installed Norton 360 that it would clear up - Not soHave you ever been able to sign on to email and internet ?  If so, did you make any changes to the computer right before this started?Thank You!!  Yes I have been able to use both the email and internet.  I am not aware of any changes that were done.  I mostly use a LAPTOP for business.  Went to use the desk top and had this problem.    Not a real good computer person so it's not like I was trying something new - just went to us email and could not get on the internet.  Please provide more details about your email.  What program do you use for email?  Is it the same program on both computers?  What VERSIONS of Windows are on these computers?  What web browser is being used on each computer?Thanks - my business laptop has nothing to do with my home computer - it is totally seperate.
Our email is Yahoo -    We have Windows Vista

Can you browse the web, no email, just view websites?  Internet Exployer
I cannot browse the web at all  -  I get:  Internet Exployer cannot display web page.Try creating a new user account with administrative privileges to see if the problem persists.

Have tried the other link provided and  did not have as much luck.  Doing well until "show hidden files/folders" - "clear Hide Protected . . .
Not seeing the locate C;\Users\. . . .  to copy files from  ()   I am sure it is just me - Hey, I'm happy to GEET this far - Thank You !!
