It essentially was designed to replace and improve on APM (Advanced Power Management); APM's big problem was that it was basically notify only; that is, software couldn't actually do ANYTHING about the CHANGE in STATE; when a laptop was going to sleep, APM would tell all the hardware "we're going to sleep", but nothing could respond "oh, OK, I just need a few seconds to finish up"; same for software. ACPI basically makes it more configurable software-wise. This is good because otherwise the only way to set the times for sleep, suspend, hibernate, and so forth would be via the systems BIOS settings.
