Solve : add/deleting programs... *Windows Installer* error??

Okay, I have a EVEREX GA32 computer which I'm running WINDOWS XP on. I was given this computer from my father and I'm trying to delete a lot of things which are no longer in or on the computer. Now here's the problem, every time I TRY and delete something I KEEP getting this error message that reads, "The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode (which i'm not) or if the Windows Installer is not correctly installed".  So here i am. What do i do? Is it as easy as re-installing *Windows Installer*? What is that anyhow??

edit : Maybe this is not for you upon reviewthank you both. and Yes, with any program (haven't tried one's which i Don't want to delete) but I've tried many programs not just a few. and YES i have gone to that site and done all the downloading but it still SAYS the same thing.  Go Start>Run, type in:
services.msc
Click OK.

See, if Windows Installer service is running, and set to automatic start.You could also try reinstalling Windows Installer:
