Why does Windows XP (Home), when USING safe mode, allow people to log in using an (EXTRA) administrator account without the use of a password?

I know some XP work arounds I use at my college network to get into things. I WOULD only put XP on my computer if I had no alternative. Quote

How is that related? - Will setting a BIOS password disallow safe mode from letting people log in without a password?a bios password will not allow anyone to past by the bios screen, without the password...there are ways to slide pass it..but some people dont know how?I donot want my computer to ask for a password each TIME it boots, I want to EITHER remove the (hidden) administrator account or add a password to it. Preferably the latter.
