Solve : Administrator rights?

I'm USING Windows Vista Home Premium. I'm the administrator, but I don't seem to have administrator rights. For example, when I try to change some startup programs(in Startup Manager, I'm TOLD I can't change anything in the registry, SEE YOUR ADMINISTRATOR. What can I do about this?In Vista, real Administrator account is hidden.
What is the exact message?Open an elevated command prompt by typing cmd into the Search box on the Start menu, right-clicking the command prompt icon that appears at the top of the Start menu, then selecting Run as administrator -- or just use the shortcut you created in the PREVIOUS hack.

Then enter this command and press Enter:

Net user administrator /ACTIVE:yes

Yeah, this is totally not copy/pasted from somewhere else...I never say its my work. I accept my FAULT that I copy pasted that information but i forgotten to delete the line
