How do I CONFIGURE Chinese Simplified Microsoft Pinyin IME 3.0 for a UK keyboard?

On the task bar I can select EN for English(UK) and the " is correctly on the 2 key, and the on the ' key.
However, when I select CH for Chinese(PRC) and [ch33521] for alphanumeric, the " and symbols are on the wrong keys as if I'd selected EN - English (US).

How do you get the " and symbols on the correct keys for a UK keyboard when using Chinese(PRC)? Quote

If you bothered reading the posts you'd see that these are 2 completely different problems  

This post is about inputting data via the keyboard, which can be easily be circumvented.
The other post is about being unable to read whats on the screen, which is a major issue.

Has ANYONE got some constructive advice on these 2 entirely seperate problems?Perhaps the below website will help.

Thanks street1, the URL is on the right lines, but unfortunately doesn't provide enough details.

Using the GIF from that URL I can explain better that when I click on the [ch20013] in this langauge bar, it TOGGLES it to a [ch33521] which means I can type English. Its only in this mode that the " and become transposed.Have you already read the below website?I am already in over my head.
Just making an ATTEMPT to help. :-?
