Solve : Can't F8 or SHFT F8 at startup?

I wanted to try and start windows with no extra drivers except for networking but when I try to F8 or SHFT F8 at the start up of my system it wont open the menu to start with minimum drivers. I can hit the DELETE key and get in bios but wont let me do the other for some reason. I am using xp and am using a gateway usb keyboard. If I can do the del key for bios why can't I get the input to work for the load screen?

When the menu comes up, use the up/down arrow keys to select the line item you want.
