Solve : Can't find startup menu bar ?????

Can someone help me FIND where my start menu went ? And the whole bottom taskbar in win 2000 ? I have TAKEN the mouse and DRAGGED it around each edge of the screen to no avail . Is there a way to go into control panel to restore it ? HELP ! 1st I'd do some SCANS for badware.

I've never had the need to USE this before but Kellys_Korner is a reputable site.
