Solve : Can't get Windows to start, help appreciated :]?

So as of a few days ago, whenever I go to turn my computer on, I'm greeted by a black and white screen with message telling me it doesn't know what the problem is as well as what is pretty much the Windows Advanced Options Menu. I can navigate this page and select any of the five options [3 SAFE modes, last known good configuration, and restart normally] but doing so yields the same  result every time no matter what I choose: windows seems to be loading for a few minutes, then I get a flash of text with a half second opportunity to press esc or F1.

The last person on the computer was my younger brother, who's ten, and claims that the only mistake he may have made would be unplugging the computer before it had shut down properly, although said scenario has OCCURRED before on this computer without the same effect.

My computer runs on XP.

1. If you have Windows CD, follow the steps from here: http://icrontic.com/articles/repair_windows_xp

2. If you don't have Windows CD...
Download Windows Recovery Console: http://www.thecomputerparamedic.com/files/rc.iso
Download, and install free Imgburn: http://www.imgburn.com/index.php?act=download
Using Imgburn, burn rc.iso to a CD.
Boot to the CD...let it finish loading.
When the "Welcome to Setup" screen appears, press R to start the Recovery Console.

I'm FOLLOWING the procedure Broni directed me in, but when I go to punch in the C:ATTRIB -H C:\\BOOT.INI,  C:ATTRIB -R C:\\BOOT.INI,   and  * C:ATTRIB -S C:\\BOOT.INI commands, i'm getting a 'this file cannot be opened' prompt.

once again, any notions as to why this is would be most welcomed.
In this case, the file itself may be missing. Are you actually using Windows CD, or Recovery Console CD?if the recovery console CD  is that file you instructed me to burn, then that'd be it.Copy the text below:

Access Recovery Console again, and copy the new file to C directory.i feel terrible for asking, but i don't particularly know how to do that There is nothing to feel terrible about

Welcome aboard after i access the Recovery Console, how do i go about copying the new file to C directory?

and then do i necessarily have to copy the file to a floppy? or would a CD suffice?

aaand my operating system is listed under H://, i'm not sure if that's significant.

thankyou again soooo much for your help.Oh, now I see what your problem is. Windows is installed on H drive, not C drive.
Go back to Recovery Console, and in all commands replace C with H.
