Funny, I never really thought about doing it in safemode before...Have you changed any programs or command files recently?Thanks for all the replies. I haven't been over to his house in a while but I am going today to look over the computer again. I now have some supplies i.e. memory I know is good and a hard DRIVE. I'm gonna check the BSOD and hit pause when it flashes so I can read the error, I just hope I can get it in time. Another thing that my friend failed to mention was that it was working properly during a thunderstorm than the power flash and when his computer reset the problem started. Does this help what the problem COULD be?....BTW I can't get into Windows at all. Normal mode nor SAFE mode. It is a Dell and the BIOS command is F2, and the manually boot command is F12.This is probably a RAM memory trouble, you have to try with 2 ways: 1) Try with another RAM memory to start your pc, 2) Verify the memory USING a DOS software to check it.

Also, you could reset the BIOS using the jumper settings established on the PC Motherboard Manual to try if the BIOS is fail, or update the PC BIOS.

At last, You must check the temperature generated on the devices, if it's warm it means that the Hardware needs to add more fan coolers, or deactivate Overclocking. The overheat cause this fail too.

Best WishesIf he had a power strike remove the modem if there is one in there and try a cold boot.
I.E. Leave the power off for a few minutes after removing the modem and then power up...
