Solve : Cannot connect on the internet?

Our connection is always on, I MEAN IT'S A High speed cable , external modem that is always on . Our ISP is Rogers Cable. At this moment I'm using the same LT , Win ME . After I installed ME all I had to do is click on the IE icon and follow the instructions and as you see it is working very well. I like to format again the HD and install XP again. I don't know how to check the Network connection.

Not there could be one of 2 things... 1 it is not enable or 2 it is enable but not showing. Using the picture in the link abouve open up netowrking. double click on Local Area Network and check the BOX that says show if connected. You can also find your IP on the same tab. Take a look at it to see if the ip is CORRECT and everything.No and there was never 2 computers that show I"m connected and while I'm writing at this moment I'm connected but I'm using Win ME. I have a feeling it could be the IP address maybe I must renew it after I format and install XP but I don't know how to renew an IP addressHow to release and renew an IP address

I did what I said yesterday : format the HD, installed Win98SE since my XP is an upgrade version and installed WinXP evrything went smoothly until it reached "Registering Components" with 18 minutes left and it STALLED . I shut the Laptop manually and restart it and it repeated the same procedure to the point that previously stalled and it stalled again :-? Is it a Hardware problem?
Now I'm using my wife desktop to be able to post my results and I don't know what to do.
