Solve : Cannot Download .ZIP File?

I have a user who is having a problem downloading a .zip file to his laptop.  He has a Dell Latitude D600 laptop, running WIN XP Pro sp2, 1.5GB of RAM, and 55.8GB of HD.  He has ample storage space available (definately more than 2-3 times the size of the file).  He tries to DOWNLOAD the file and gets a message from windows stating the file was blocked, and it gives him the option to unblock.  So he unblocks the file and still nothing happens.  If someone else downloads the file, he is able to copy it over.  He is still unable to unzip the file, windows blocks him.  He unblocks the file and tries to unzip the file again with the same outcome.  However, now if he tries to go in and unblock the file the option to "unblock" is gone.  I've googled the problem and found some suggestions pointing to sp2.  Here are some of the things I've tried to do already:  I disabled his firewall temporarily, that didn't do anything.  I had him use another 3rd party zip handler, that didn't do anything.  I went to:

and downloaded the Sysinternals Freeware - File and DISK utilities to our server.  I had to do it this way for the user to be able to access it because this file is also a .zip file.  Once I extracted the file on the server, he was able to access it, but this also did not work.   I'm stumped once again and not sure what else to do.  Any suggestions?

Let's clarify our terms. In what way is it being "blocked", and by what? What is the EXACT error message?Sorry I was so vague.  Here is what happens:  There is no message from ie when downloading.  It appears to download and TAKES time to copy the whole file locally, and at end, prompt window goes away and no file is present.  If he copies a zip locally from a shared directory, and tries to unzip - it says:  Windows has blocked access to these files to help protect your computer.  Windows blocks files that are marked as not trusted.  That is the notice he receives.

************************ trnicho77.... Can you provide more information ....... for example , what is the extension of the file that cannot be downloaded ?
How was it compressed ?  Zip or Rar or ?
What is being used to extract it ?
Is the machine being used part of a network ?
Are there any restrictions in place which would prohibit the user from downloading ?

It suggests that you unzipped/unrared or whatever and that he got the file ....so what didnt work ?


dl65  Can you provide more information ....... for example, what is the extension of the file that cannot be downloaded?  A. Zip.
How was it compressed?  Zip or Rar or?   A. Zip
What is being used to extract it?   A. XP SP2 Compression-extraction
Is the machine being used part of a network?  A. No
Are there any restrictions in place which would prohibit the user from downloading?  A. No.  Full Admin Rights.

I was wrong when I said I unzipped the file to the server and he could access it but it still didn't work.  Please disregard that comment.  I asked him to tell me in his own words the problem he is having, here is his response:

  I  can’t download any zips.  I receive no messages related to this.  If a zip is on a shared drive on the network, I can copy them to my machine.  If a zip is on my machine, I cannot unzip it, I get the blocked/security message previously sent.  If the software is extracted by someone else and then copied to my machine, it works fine.

Does this answer your questions???  Is there anything else I can tell you to help out???  Thanks for the help with looking into this matter.  I will continue to research the issue and let you know of any updates I come accross.

I have an update.  My user loaded 7-Zip to his laptop.  He is now able to unzip files successfully, however, he is still unable to download a ZIP file.1. Start

6. Reset all 4 security zones to Default
