Solve : Cannot manually shut down background programs?

Ok I am having a lot of ISSUES with my computer. Lots of spyware and so forth, Well today I tried manually shutting down background programs that are not needed at present TIME. Well to my dismay when I do: Ctrl, Alt, delete I get a message saying TaskManager has been disabled by the computer administrator. I know this not to be true, because I am the computer administrator and would never do that. I am wondering how do I enable it?  I am at a total lost. Thank you for all your help in advance! That is probably the gist of most if not all of your problems.  

Have you done an antivirus / antispyware scan?...from Safe Mode with updated software for both?

Repeatedly press F8 before Windows loads and CHOOSE "safe mode".There are quite a few services that are inter-dependent....so even though you stated you did not terminate task manager one of the other services you disabled might very well have.

Why are you terminating services on that machine ? ?

patio.   8-)This wont solve your problem, but in the meantime you could use a program called KillProcess, works great for shutting down any program you choose thats RUNNING, just make sure you know what programs you can or shouldnt turn off....
