My old laptop HP ZE 4240 starting & running SUPER slow. Unable to install or UNINSTALL program due to missing patches. Tried reloading OS on laptop, but error reads my present version newer than one I WANTED to load.
What to do?

It looks like you're trying to reinstall Windows from within Windows.
It won't work.
You have to boot from Windows CD/DVD
