Try to right-click on the file and select Properties. Do you get an error? If so, what does the error say, exactly?

In RARE circumstances, Windows 2000 and XP cannot delete files. One EXAMPLE is when the file becomes corrupted and the file name has a space before or after it. I have a file on my PC that i cannot delete, and have not taken the time to follow Microsoft's recommendations, which would take some EFFORT. I might try Pocket Killbox.
