YOU DONT HAVE PERMISSION TO OPEN THIS FILE.
CONTACT THE FILE OWNER OR AN ADMINISTRATOR TO OBTAIN PERMISSION .I think it's asking you for admin privileges to run it. I think you're running as a non administrative user so you can't MAKE system changes(i.e. install programs) WITHOUT administrative privileges.
either that or another program is accessing it.guys thanks for your SUPPORT now i login as administrator and could easily install programs
