Solve : Cant place any wallpaper on desktop?

my windows xp always runs fine till yesterday.it seems now i cant choose any wallpaper anymore.
when i right click on desktop and take properties and go to desktop,its not possible anymore to choose a background for the desktop.everything is locked there and cant choose any option no more.
even when i go to my picturefolder and choose a photo i cant rightclick on it and set it as wallpaper,when i do that it wont do anything.can somewone help me i tried everything but noting works.Well le's star with two assumptions. You are the only user of this system and have not been monkeying around inside the case. And you have current spyware/adware/virus protection in PLACE and being used.

Can you confirm any or all of this and be specific about it as well as what happened prior to this and what you have tried to do to correct it?Hey thx for your reply so fast.....

first of all its not my comp but from family of me they asked me to fix it couse its wass full of spyware and viruses.
i installed spysweeper first to remove al te spyware and then i installed panda titanium antivirus to remove all viruses.
this comp wass al f'kt upp and CRASHED al the time.now it seems to be spy and virus free.i cleand the registry removed all useless
sofware and reinstaled all drivers,i changed almost everything exxept the OS.now its works just fine and its pretty fast again and he dont crash anymore.everything works fine now but only 1 thing doesnt work.....i cant put any wallpaper on the desktop couse everything is locked at DISPLAY properties ans cant choose any wallpaper (not even those that are from windows standart).
i know pretty much of pc's and can do almost everything on a pc but this one is a big riddle for me,its the first time i encounter this problem and really dont know what to do anymore.I wont reinstal the OS cause its HDD has only 1 partition and a lots of files that cant be erased. thx for any reply...

Specs are:

Windows XP Home Dutch edition
AMD XP 2400+ MSI KM2M Combo MOBO VIA KM266 Chipsed based.
onboard S3 Graphics ProsavageDDR.
HDD Maxtor ATA 40gb.Well unfortunately we know:

1) This was an old install of WIndows
2) It had MANY PROBLEMS, some of which appear to have been fixed
3) We are limited in solutions because cannot reinstall a good OS
4) The only apparent issue is wallpaper, but there may be more

So it may be possible to do an 'over the top" Windows reinstall if you have the CD, or live with it if you don't or the problem isn't THAT bad for you. You can't do a system restore because you would reintroduce the problems.

Unfortunately, that's the only solutions I see.  Backing up data would be a good idea before anything else is done.Thx alot m8...i wil try the ''over the top'' install and i hope that the problem then is solved.
i will reply again to let you know if it does the trick.
