Solve : command to detect sound in bat?

I need a help from you, if possible.
I need to run a program from a sound PLAYED.
The idea is =
I have a modem INSTALLED on the mini note.
C: \ Program Files (x86) \ HSPA USB Modem \ USB Modem

When someone cares about me, it sounds ring.wav (let me know on the screen, too.) Already that the chip
in this modem. this folder C: \ Program Files (x86) \ HSPA USB Modem \ sonud \ ring.wav
The idea is = When I connect to this number, the sound will be played ring.wav, and go into another program EXECUTION, by a BAT.
Could USE this command together with the Task Scheduler or other program.
Do you know a way or program that I can do this.

If the Bat File is the solution, as you are 'the best we have'
could write these commands for me.
