Solve : computer continuously reboots?

My computer will turn on, Windows XP will load in about 3-5 minutes, 3 error messages come up and Norton attempts to load, then after Windows is loaded for about 2 minutes the computer will restart itself. This happens EVERYTIME I turn the computer on.
The first message says;

message box title:        MemeoLauncher.exe - .NET Framework Initialization Error

second message;

message box title:        reader_sl.exe - Unable To Locate Component
message body:             This application has failed to start because MSVCP71.dll was
                                    not found. Re-installing the application may fix this problem.

third message is a Microsoft Windows error report window that says:
    The system has recovered from a serious error
    A log of this error has been created.
    Please TELL Microsoft about this problem.
    We have created an error report that you can send to help us inprove Microsoft
    Window. We will treat this report as confidential and anonymous.
    To see what data this error report contains, click here.

the window that comes up with the data says:
    Error Signature

then there is aot of legal verbage and at the bottom of the window it says:

that message says:

Before I can even close those to data boxes to send the error report, the computer reboots itself.  I have and XP disk that I was going to try tomorrow, if that doesnt work, any suggestions without having to reformat the harddrive would be great. First, do this (in Safe Mode, if necessary):
1. Right-click My Computer, and then click Properties.
2. Click the Advanced tab (Vista: click Advanced system settings).
3. Under Startup and Recovery, click Settings to open the Startup and Recovery dialog box.
4. Clear the Automatically restart check box, and click OK the necessary number of times.
5. Restart your computer for the settings to take effect.

Then...

Download, and install WhoCrashed: http://www.resplendence.com/download/whocrashedSetup.exe
Open it, click Analyze button.
WhoCrashed will create report.
Copy, and paste it into your next reply.

In addition to Broni's advice , bear in mind this simple fact : in a rebooting
mobo the first culprit that should come to mind is a failing power supply.
With cost cutting these days you generally get a smaller wattage PS than
is required. If your processor speed is megahertz  then small wattage
PS will be OK...say 250 . On the other hand if it's a Gigahertz CPU then
450 watts is in order. An extra fan wouldn't hurt. In short check the PSU. Peace !Thank you for your suggestions, but, before I posted I TRIED 2 different power cords, and I unchecked the "Automaticaly restart" box and clicked ok once, but before i could click ok again, the computer restarted itself again.

When I try to start the computer in safe mode, a lot of file paths come up, then it goes to a black screen with "safe mode" in the corners, and "windows xp sp2" at the top. From there, nothing happens.

Using Imgburn, burn rc.iso to a CD.
Boot to the CD...let it finish loading.
When the "Welcome to Setup" screen appears, press R to start the Recovery Console.
