Solve : computer doesn't load?

i'm a total NOVICE, computer won't start up. have TRIED loading it normally in safe mode and all the other options. all it does is load up the packard bell screen but can't do ANYTHING. have tried pressing buttons but nothing. HELP!!!!!!!!!my computer did that before but we had to wipe out the hard drive to fix it then reinstall of course new UNRELATED problem now but that might be what U have to do to fix yourshow do i go about doing that then please
you will have to get a disc that will wipe it out you can buy them nline or you can find a download and download it onto a cd from a diff computer (what i did)NO STOP. Reformatting is Not Needed.
