I can get into safe mode. It's an issue with the drive image HP used for the operating system - even on the AMD configurations they included an Intel driver that gets 'activated' with SP3. Perhaps they used a different image on earlier drives. Before you update your mother's computer, check the HP (Compaq) website and see if you need to apply a patch prior to UPDATING.
