Solve : Computer Restart Problem?

whenever i go to restart my COMPUTER it doesnt like restart it just shuts down everything and the screen is blank but cpu is still running and it doesnt reboot back up like its supposed to do and i also have this blinking/flashing problem that lowers my FPS, help?

btw i also reformatted my computer twice and still have these problemsWe need more info in order to help you.

is there anything else i need to add?i did some research and is this problem have to do with my power supply and motherboard?Check the power outlet. Plug a lamp or something similar into the same outlet.

Sorry i missed that...
Borrow a known good PSU of the same or greater wattage and swap it in there to see if it's the PSU.

Cheapest way to find out if it's the culprit.
If no change post back with the results and we'll see about checking the board.
