in school many programs and features such as control panel and being able to INSTALL new programs are blocked off.
you get a message about the adminstrator stopping this.

is it possible for me to do it at HOME i have win xp sp2.

Good luckYou didn't SAY whether it was Home or PRO.  If the latter, go Start-->Run: gpedit.msc [ENTER].  You'll be amazed at all the things you can lock down.  Use Google to find out more about Group Policies.
