Answer» I have a DELL Inspiron 5150, Windows XP laptop. When I click on the control panel ICON on my desktop [ including on my start menu ], my computer will blink, all the icons on the desktop will disappear, and in a few seconds, they will appear back on the screen. However, the control panel will not open. I have no idea why. =( HELP !Can you get into the Control Panel via SAFE Mode?Scratch this post. I'm dealing with some horrible infections on this computer, and after I had followed the steps that evilfantasy told me earlier, I see that my control panel will now open!
