Solve : Ctrl keys not working?

Hi all,

Both of my Thinkpad's ctrl KEYS are not registering.  ???This is not a hardware glitch as they sometimes start working again (also, it seems unlikely that the two keys would break at the same time).

Any help as to what's CAUSING his would be helpful.

If it makes any difference:
-Win 98
-Thinkpad 600
check and see if the KEYBOARD is set-up properly have a LOOK in the control panel>keyboard ICON...
