Solve : Defragmenter tool (Window 7)?

I cannot open the "Defragmenter" under SYSTEM tool (Window 7) or right click (C:), but the Disc Cleanup is OK. Kindly please help & Thanks.?

What about Defrag?

My hard drive is UNABLE to defrag.
