Solve : Deleting Files in Windows 2000?

When I try to delete any file in Windows 2000, I get this error message: "Can not delete file: Access is denied. The source file may be in use".
I tried deleting from Safe Mode, get same error.
I have nothing running
How can I fix this problem?

One problem though, I inadvertly deleted a folder that I needed and when I tried to restore it I got this message: Cannot create or replace file: Access denied. Make sure the disk is not full or write PROTECTED and that the file is not currently in use.  

Any suggestions?That folder is probably gone if you've deleted it and it's not in the recylce bin. Try logging on with enough access rights.The folder is in the recycle bin, but it will not restore. When I hit the restore button, this is what I get:

There are other items in the bin, I can restore them, but not the folderStrange... what are you LOGGED on as? Administrator? Try restoring it in safe-mode?I'm logged in as Admin, still can't retreive folder. Thanks for your help Administrators should have ownership of the Recycler directory. To TAKE ownership of the directory, perform the following:
Log on as Administrator. Using Windows Explorer, locate the directory and select Properties/Ownership.
