Solve : Desktop background picture?

I have been unable to ACCESS the option of changing my desktop picture. When I go to the display option in the control panel, the tab for it is missing. Is there some way to get this back again? What might be doing this? I've run all the programs on the virus and malware forum and the machine "seems" clean. The hard drive is partioned for an NT server application which I can't SEEM to get rid of either. Can one of the experts HELP?

http://www.theeldergeek.com/desktop_tab_missing_from_display.htmI have followed the directions on the link and I now have the tab for the desktop, but when I try to change any of the settings for the picture it "doesn't take" meaning the screen blinks briefly, LIKE it wants to change, but the picture remains locked, it doesn't change. Did you try rebooting.......Yes, the screen went briefly to the new desktop background for about .5 SECOND then was hijacked back to the old picture.Maybe something for you here.......
