Solve : Desktop wallpaper?

This may seem a simple or silly problem.  I have Windows XP Professional
on my work laptop.  MY wallpaper loads fine when I log on, however when
the desktop icons appear, the wallpaper goes away, sometimes with a peculiar short whining noise, like a "vvvviiiiip!. Have asked the IT PROS at work. One asked me if I had tried to download something recently. I did try
to LOAD a program from a disk for a peripheral device, but security restrictions shut down the installation. Have reloaded the wallpaper, but the
result is the same. Anyone with any clues?  It is not much more than an
annoyance, but it is something I would like to find the ANSWER to.
Thanks. Have you tried performing a System Restore to a point prior to this happening?Is that wallpaper a standard Windows wallpaper or something you downloaded from the Internet?  If the latter, where did you get it, and what's it called?  What happens when this wallpaper fails to work?  Does Windows display another wallpaper or what?  Can you set another wallpaper as background?

What protections are you using for viruses and SPYWARE?
