Solve : Direct transfer to FTP from HTTP?

This is kind of weird and I'm not really even sure how to explain it. My bandwidth is pretty slow at home, so I use my office connection to DOWNLOAD updates for games and other stuff. However, we also use Smart Filter to block traffic to many SITES including the ones I used to download game patches. With this said, i've been having my friends download the files, then upload to my FTP site, then I can download from there. I'm the local IT and we have low volume network traffic, so using up bandwidth isn't an issue.

My question is, is there a way to directly TRANSFER a public download via some type of server/client sided application to my FTP site, like a mirror? It's basically DOWNLOADING then Uploading without the middle man.
