Solve : Double-clicking to open a file in Windows Explorer 'restore' screen size?

Using Windows XP PRO 2003 with SP3 a small but annoying problem occurred recently.  In Windows Explorer or Windows Internet Explorer (v. 7) I can double-click to open a FILE when I'm in full or maximum screen size, but not when I'm in the smaller or 'restore' size.  In the restore size, I can open folders or subfolders, but not individual FILES by double-clicking.  I've tried various ways to correct this but so far have not succeeded.  Does anyone have an answer like my wife announcing "it's right in front of your nose!"? Have you used a programme called 'Windows installer clean up' at any point?After installing the XP cd type the following command:

"SFC /scannow"

or

Install Tune-xp and there USE syschecker.
