This may assist you , but Excel should open it .

It is some kind of database file which is used in Webs. But it must be opened with Excel. It is Comma Sperated Value where each comma is converted into ROWS.
Try this:
1.Open MS EXCEL
2.CHOOSE File and Open
3.In the drop-down list select your  file type Text Files

How did you get that file?
Which size is it?
Are you sure there's information in it?

Dear sir,
1.I have tried once more in MS Excel as per your inst.It gets opened but without the data.
2.I tried with Notepad and it did work out with some formatting but manageable.
3.I have got one software called eXtract for finding the e-mail addresses, which was used and the result was saved.
4.You/somebody is RIGHT,it is a ,
Microsoft Excel Comma Separated Values File of some 13.5Kb
Thanks in anyway.

The file may not have any data.  To find out, use Windows Explorer to browse to the folder where the file is located and right click on it.  Choose Properties from the context menu.  If the file's properties dialog box shows a size of 0.00 KB it does not have any data.

Regards,
Doc  If memory serves; .CSV is an archive file. Try opening it with WINRAR.

Dear pcdoc4christ,

As I could manage with Notepad,I am fine.
Thank you everybody.
