Solve : Explorer.exe Won't Start?

I am using a desktop with Windows XP SP2 with a Intel Celeron Processor.
RAM: 256 MB
HP Pavilion 520n
10 gb hard drive
OTHER INFO: It has worked before, this is not what happened RIGHT after installing the OS.
Whenever my computer starts, it starts with no desktop. No start menu, no programs, nothing. I hit Ctrl+Alt+Delete, create new task, and type in explorer.exe and it starts then immediatly closes. I have searched my computer for viruses, and spyware and found nothing. I have tried system restore and it did not work. I tried booting in safe MODE and the exact same thing happens. I tried booting from the last known good configuration, and the same thing happens, I can not start explorer.exe. Not to get confused, this is not Internet explorer, I can start internet explorer fine and browse my files through there but it would be a lot easier if I could get my desktop to start. I NEED to know if this is a problem with my registry or system files. I also need to know if there is a way to fix this without re-installing the operating system. If you need any other info, just ask.
ThanksFor starters, you have insufficient memory. You really need to upgrade that. While in safe mode, see if you can run msconfig. If so, stop any programs that load at startup (under the startup tab). You then need to stop any unnecessary services from starting. Interesting.I guess I must have overloaded my system (I kept hitting create new task, typing in explorer then hitting enter till it was up to 100 processes), but I got explorer.exe to open for a couple of minutes and I got a buffer ovverrun error. Explorer stays open until I close that error. I found a pic of it on the internet.

I cant remember the last time it worked, but from what I have been searching I believe I got hit by a massive hack. Run all your protection programs in safemode and then post back with a list of which programs they are.I ran AVG anti-spyware, and found a couple of things that I deleted. I ran AVG anti-virus, and it found nothing. I also ran ZoneAlarm Security Suite and searched for any spyware and viruses and it found nothing. My computer still doesn't work, and I searched the internet and found nothing on how to fix my computer with the problems that I have other than re-installing the OS. HELP I got some more info. I started my comp, and it has the Win98 theme. I tried changing it, but the only theme there was the windows classic theme. My internet connection also went dead. I looked at my connections, and I had no connections there. I tried to create a new connection and the connection wizard wouldn't open. I have to use a different computer to use the internet and post here. It would really be nice if my internet would work...Sounds like a wipe and reinstall to me Backup everything first.
