Solve : File missing error????

I have just got another computer that needed fixed form someone.  It is a dell insipron E1505.  When you boot, it brings up the dell screen and everything, but the asks you to choose an operating system to boot with.  They arer both xp.  I chose the first one, and it was a clean install.  I then chose the second, and it was obviously the one most used.  It came up with this error...

\system32\hal.dll

What is this?  Can it be fixed?  If not what do i have to do?  I'm not sure I can reinstall because it is not mine, and I don't know if there is anything important on there or not.

windows xp home you could do a repair/install from an xp cd on that second instance of the OS...

ju8st ask computeruler!!Useless bashing...just my observation.That was unnecessary.  All I am saying is that I consider all dells to be "Crappy Dell's"No it wasn't unneccessary...you're generalisation and bashing of an entire company based on 2 bad experiences was unneccessary...

You may hate them less if you understand many Dell users try to help instead of just ranting about the company.
Thee is a guide on eBay about how to use Dell Recovery CDs to restore XP to a Dell that did not come with the CD or it got lost. I have a Dell and it will let you do a repair from the Dell OEM CD, which I got on eBay. And yes, my Dell has a COA and product key. I did install dual-boot XP on it. Either install can be repaired. But first I made a backup with a suitable program, and I am sure you know what that involves.
Now  if you do your job well and the customer is happy, you can expect him to pay a fair PRICE for your expert help. And if you are a processional, you will not say anything about your personal opinion  of Dell. Or loose a customer.

Also, I think the Dell support site is among the better ONES I have seen.
 Can we stop discussing our opinions about dells please?  I'm sorry I mentioned that in my post.  It won't happen again.
