When I try to make an FTP connection, the COMPUTER WAITS for awhile and then GOES to an FTP prompt. However, it is not connected and there are no error messages. I have an FTP service running on a Windows XP box through IIS. I can CONNECT to it from the computer that is running the service. However, when I try to connect to it from another computer (I am running Windows 7 on the other box.) on the same NETWORK it fails. The two computers are sitting side by side and they are on the same segment.Did you already Google for:

Let me show you howIf you are running the Windows Firewall, you may need to go into the properties and allow it to accept FTP connections. For what it’s worth, FTP is extremely insecure as your user name and password are passed in plain-text. If you must run an FTP server and the resource is accessible to the internet, you should consider changing the default port (e.g. from 21 or 21000) so that a simple port scan from the internet does not detect it and identify the running service.

SFTP is a better better (FTP over SSL). Don't bother trying this from the command prompt though - you'll need a decent FTP client like FileZilla.
