I've just successfully cleaned my hard disk with WipeDisk software.
I meant to throw the PC and I throw away the recovery CD etc.
Now, my husband's PC is getting frail and as my PC has better spec than his, we starting to think about re-using it.
Could I just buy WINDOWS 7 OS and START from SCRATCH to revive the PC?

Thanks!I don't want to be the one responsible for you spending your money, but if you say your system meets the minimum requirements I can't see any reason why you should not go ahead and do it. Just make sure there are Windows 7 compatible drivers available for all of your hardware (including a chipset driver) before you buy it.
