Solve : Help with Booting up.?

Ok recently i had some computer problems. So i decided To Do PC Recovery on The boot up menu.
I did that and i selected Factory Default Settings (didn't care for my FILES).
When it started the PC Recovery I NOTICED it was acting up. It Did not count the TIME it was running.
And about 37% complete, it said "less than a minute Remaining" So I know it Wasn't going to do it correctly.
When it finished I clicked to button to restart my computer. Then it loads and then it asks to me select my county. I did then it starts to load The Microsoft Windows XP screen, Then it Could stay on that screen for hours.
I let it do this for about 2 Hours and nothing.
Then i Restarted the computer To give it another go. then i GET a ERROR "The system is not fulling installed. Run the setup again" And I've done this process about 3 times.
and i cant do safe mode or anything cause it removed the files in PC recovery and Hasn't finished the full setup.
and I have no setup disc.

Any ideas?You say the reason for the wipe was that you had some problems. What were they?

What is the brand and model of your computer?Well i just noticed it had slow boot ups, and my laptop would just randomly Disconnect From the wireless.
And Compaq.
