Solve : High CPU Usage on HDD videos, choppy playback Help?

I have updated all the drivers, I ran Windows MRT, shut down start-up programs and services that were not needed, and cleaned all the dust from inside the computer and all fans work fine. I have Vista Ultimate SP2, 4GB Ram and my processor is AMD sempron 3200+ 1.8 GHz and a NVIDIA Ge Force 6600 card 512MB. Before installing the video card (which I thought was the problem) video from my HDD playback was always choppy due to the very high CPU usage (only AVI files worked and still work smoothly). Although the problem has always occurred with videos from my HDD I decided to check on-line videos. Youtube videos have always worked smoothly but Vimeo videos are choppy like the vids on my HDD. I'm stumped on this one. Is it possible that there is a bug and Windows MRT cannot detect it? I have attached images below.

**I cannot attach image for some reason. The image was to show Task Manager showing 98% CPU usage while the video was on. I also did notice that with Explorer open (video closed) I also had 97% CPU usage.Good evening heatproducer and welcome to CH

#1... Have you have or installed any codec packs, MAYBE one is corrupt it maybe if the drivers were updated that may be the issue
#2... Vista 32 bit or 64 bit?
#3... Is the pc a custom unit or a like a "compaq sr5105" etc

  Try DOWNLOADING Speccy and then install the program.  To post and publish a snapshot of your PC.
. In the Menu bar, click File -> Publish Snapshot
. Click Yes > then Copy to Clipboard

#1... Have you have or installed any codec packs, maybe one is corrupt it maybe if the drivers were updated that may be the issue
#2... Vista 32 bit or 64 bit?
#3... Is the pc a custom unit or a like a "compaq sr5105" etc

#1, #2- 32-bit, I had installed K-Lite Mega but I removed it and any codec adds before updating drivers, but the problem was there before installing K-Lite (I thought K-Lite would help)
#3- PC is a custom unit.

I'll take a look at it next time. The picture only showed that the media/video player was at or about 100% CPU usage (Divx, WMP, and Media Player Classic, etc.)
