I have trouble getting into some forums and downloading some software(i.e. utorrent,tenyardtorrent).

Try system restore.

System Restore will hurt nothing and can be reversed.

The following is from XP Support:

I use UTorrents; Tenyardtorrents to download a video. I've downloaded at least 8 of these using the same method. No problem. Today I tried to download another video and got the message after trying to LOG in that my password was incorrect. When they asked me for my E-mail address and told me they were sending me an E-mail with a temporary password, I got nothing. Twice. No way to contact them(tenyardtorrents.com) and see for yourself. On submessage said I need to reinstall cookies... You can't "reinstall" cookies, per say, as they never have been installed. Try enabling cookies in your browser. Try logging in and ticking the "remember me" box. Don't download pirated videos, a word of advice, just in case that video you were downloaded was copyrighted. I checked my Google Chrome browser and SAW that all cookies are allowed. Unless you perform the system restore from safe mode. From Windows XP Professional Product Documentation "To run System Restore in safe mode":
