Solve : How can I suddenly lose my admin rights??

Basically I cannot access my Folder Options via the Tools TAB. All I get now is 3 options about Synchronizing and Network Drives but I USED to always be able to reach my Folder Options.

I got some help from Yahoo that said to Run "regedit" but I cannot because it says I don't have the rights to, only the Administrator. I tried hitting Ctrl+Alt+Del to bring up Task Manager but it says it has been disabled by my Administrator.

Now... I'm the only one who uses this PC. I don't have multiple accounts on it, only the main one I've been using for years now that doesn't even require logging on, it just opens automatically. I haven't changed any settings lately at all. I have no *censored* idea how this came to be. You can LOG in as Administrator.
