Solve : How to manually un-install a program?

I tried to un-install a program in the add/remove section of Control Panel. I get the error message:

Windows cannot open this program because it has been prevented by a software restriction policy. 

I have administrator rights on this user.  I just successfully removed a program PRIOR to trying to remove this program.  I re-installed the program in the hopes that a corrupted file would be repaired and allow me to un-install.  Nada.  I suppose a manual removal is my next (free) option. I've never played around in the registry before and I've read this is where I need to go to manually un-install a program.  What are the steps to do so?

Although now that I think about it, another option would be how to un-restrict whatever the policy is that's preventing me as indicated in the error message.  I've no idea how to do that either.Best info that could be provided here is what app ? ?SoulSeek   157 NS 13cA quick search indicates it's a BEAR to get rid of....
Try Revo Uninstaller 1st.

PS> You may want to run Revo from safemode...Revo Uninstaller worked like a charm.  Thank You I notice in C:\\Program FILES\Soulseek (there's still a folder in the Program Files folder) there's a bunch of .cfg files.  CAn I just delete the Soulseek folder with these files?YesOk.  Thanks again.On behalf of patio and myself, you're welcome
