I tried tech support from my provider and got the following clue. It SEEMS that when I go into Control Panel>Folder Options and CLICK on File Types I am missing the file type URL:Hypertext Transfer Protocol. As far as I can tell this is what controls being able to click on a hyperlink in an email or other document and being directed to the SITE on the link.

I have been trying to figure out if I can download it somehow. I don't know how it disappeared in the first place.

Any ideas for help or a web site that might help me?

I also tried hyperlinks in word and excel an it opened a note pad instead of following the link.If you open Control Panel, Internet Options, and select the Programs tab, what do you see under Default web browser?

Thank you thank you thank you soybean. You don't know how many people I have asked. When I did as you suggested I found that nothing was selected as a default web browser.
