I dont have any access Windows version? Do you have Windows CD/DVD?IT is window XP and I dont have CD....I'm afraid, you'll need to get one. Borrowed one will do. Nothing DISPLAYS in Safe Mode, either? Did you try "Last known good configuration"?You can try to save your data by "slaving" the hard drive to a working computer with a functional operating system. See: Data Recovery TUTORIAL: How to Slave a Hard Drive. You would boot the functional operating system off of its hard drive and then try to access the file system of problem hard drive to backup data to another device.
Is there a recovery/restore partition on the hard drive? Newer brand name computers frequently ship with an operating system preinstalled and a hidden recovery/restore partition. Generally the hard drive recovery option restores the system to the state when it shipped (meaning your data gets wiped).
What is the MAKE and model name/number of the computer? Desktop or laptop?
